About us
Our mission and vision
The Vâlcea County Service of Legal Medicine operates as a healthcare unit within the national legal medicine network, under the methodological coordination of the “Mina Minovici” National Institute of Legal Medicine, Bucharest.
Mission
The rigorous application of medical knowledge for legal and social purposes, through impartial, objective and scientifically grounded medico-legal expert evaluations, in support of the justice system and of the citizens of Vâlcea County.
Vision
To be recognised as a reference institution for medico-legal expert evaluation at county level, through professionalism, integrity and scientific rigour, in the tradition of the Romanian school of legal medicine.
Objectives
Continuous improvement in the quality of medico-legal work, meeting the legal time limits for issuing documents, and closer cooperation with our partner judicial and medical institutions.

“Let conversation cease. Let laughter flee. This is the place where death delights to help the living.”
Traditional inscription in anatomy and legal medicine hallsThe history of legal medicine in Vâlcea County
The first official physician in Râmnic was Adam Ulrich, appointed as surgeon in 1792 by Bishop Filaret of Râmnic. One of his prescriptions read:
“Let inquiry be made in the gardens of Sibiu, or in the Brokantal garden, for certain fruits called pineapples; let two of these fruits be bought and sent to her ladyship, the wife of Iancu Caragea, the bivel-postelnic (high chamberlain), who is lying in after the birth of a child.” — prescription by the surgeon Adam Ulrich, Râmnic, 18th century
The first official physician in Râmnic
Adam Ulrich is appointed official surgeon of Râmnic by Bishop Filaret — one of the first landmarks of organised medical practice in the area.
The first hospital in Râmnic
Order no. 6499/1832 of the Department of Internal Affairs decides to set up a hospital in the house of Ghiță Iopivale, “where the women of the streets shall be gathered and, after examination, the sick ones shall be kept and treated for four to five weeks”. The first health districts also appear at this time, although they only begin to work in 1848, built on the old rural and mountain districts (plăși and plaiuri).
The county’s first physicians
The Austrian physician Wilhelm Zingler is the first recorded physician of the county. He is followed in 1837 by the physician Vasile Anania and the eye doctor Vasile Popovici — the latter dismissed in 1838 “for bad conduct” and replaced by the physician Iosif Binder, on a salary of 4,790 lei a year.
Hospitals of the occupying armies
Foreign armies set up hospitals in Râmnic: one for the Russian army (moved to Bucharest after four months), one for Turkish soldiers and, in the buildings of the Troianu hermitage, a hospital for 200 Austrian soldiers suspected of having cholera.
The rural hospital in Horezu
A rural hospital is founded in the market town of Horezu, with Dr. Gheorghe Sabin as its physician; it works within the monastery grounds and serves as a military field hospital in 1877. The same Dr. Gheorghe Sabin, who later became prefect of Vâlcea County, founded the hospitals in Sinești (1881) and Lădești (1896).
The birth of Romanian legal medicine
Professor Mina Minovici founds in Bucharest the first Institute of Legal Medicine organised as an autonomous institution, a model for the whole of Europe.
The hospital building in Râmnicu Vâlcea
After years in makeshift buildings, work is completed on the building that today houses the ENT and Ophthalmology departments. The director at the time, Dr. Ioan Suciu, helped to build the institution — the people of Râmnic raised a bust to him in the hospital courtyard, in recognition of this servant of Aesculapius.
The children’s hospital
On the initiative of Dr. Petre Theodorini, a native of Drăgășani “with brilliant studies in Bucharest and Paris”, a 20-bed children’s hospital is founded in Râmnicu Vâlcea, growing to 50 beds by 1948.
The first autopsy work in Vâlcea
On 1 January 1960 the first official autopsy and pathology work is recorded at the Râmnicu Vâlcea Municipal Hospital, where the autopsy technician Niță Leonard was employed; in May the Autopsy and Pathology Service is established.
Vâlcea County Emergency Hospital
The building of today’s Vâlcea County Emergency Hospital is inaugurated, initially with 700 beds, gradually extended to 1,750 beds and served by an outpatient clinic that was modern for its time. New departments are created — intensive care, physiotherapy and rehabilitation, endocrinology, cardiology, psychiatry, internal medicine, surgery with traumatology and urology, infectious diseases — reducing the flow of patients to the country’s large medical centres.
The laboratory is officially founded
In June 1973 the Vâlcea Laboratory of Legal Medicine is officially founded — the starting point of today’s institution.
Vâlcea County Service of Legal Medicine
The institution continues its medico-legal expert work as part of the national network coordinated by the “Mina Minovici” National Institute of Legal Medicine, Bucharest, serving Vâlcea County.
