Accessibility statement
The Vâlcea County Service of Legal Medicine is committed to making this website accessible, in accordance with Law no. 232/2020 on the accessibility of the websites and mobile applications of public sector bodies, which transposes Directive (EU) 2016/2102.
This accessibility statement applies to the website https://medicinalegalavl.ro.
Compliance status
This website is partially compliant with standard SR EN 301 549 and with the Web Content Accessibility Guidelines (WCAG) 2.1, level AA, due to the non-compliances listed below.
Non-accessible content
The content listed below is not yet fully accessible:
- The internal structure of some older documents. Five documents in the Legislation and Statistics sections have text that can be read and selected, but no semantic structure tags (headings, tables, reading order), which makes them harder to navigate with a screen reader.
- Gallery photographs. Some images have generic alternative descriptions that do not fully convey what the image shows.
- The map embedded on the contact page. As a third-party service, it cannot be fully controlled. The full address and directions are also given as text, next to the map.
All the forms that citizens need in order to submit a request are accessible: their text can be read by assistive technologies, and their language and structure are marked up. In addition, their content — the documents required for each type of request — is also published directly on the page, as text, in the Useful information section.
Accessibility support measures
The website provides an accessibility options panel, opened from the round button in the bottom right-hand corner of every page, which allows you to:
- enlarge the text;
- display the text in a font designed for easy reading;
- highlight links;
- use a horizontal reading guide that follows the cursor;
- display the site in high contrast, in greyscale or with inverted colours;
- enlarge the focus indicator for keyboard navigation;
- enlarge the cursor;
- stop animations.
The settings you choose are saved only on your device and are not sent to any server. In addition, the whole website can be used with a keyboard, has a “Skip to content” link, respects the system preference for reduced motion and offers a dark display mode.
The published documents have a declared title and language, so that screen readers announce them correctly and users know which document they have opened.
At the last review, colour contrast, heading structure and the minimum size of touch targets were checked automatically on all public pages and in both display modes (light and dark). The non-compliances found were fixed: text contrast is at least 4.5:1 (3:1 for graphical elements), the heading hierarchy no longer skips levels, and interactive elements are at least 24×24 pixels.
At the same time, the three legal acts previously published as scanned images — Order no. 144/2017, Order no. 321/2005 and CSML Decision no. 1/2015 — were replaced with versions containing real text, with correct diacritics, structure tags and a declared language, so that they can be read, searched and navigated by chapter with assistive technologies.
Preparation of this statement
This statement was prepared on 1 July 2026. The method used to prepare it was a self-assessment carried out by the team that manages the website, supported by automated checks of contrast, heading structure and touch target size. The statement was last reviewed on 6 August 2026.
